California is home to 1.4 million English Language Learners. These students represent a range of cultural, linguistic, and socioeconomic backgrounds; varying levels of formal schooling, proficiency in their native languages and English literacy; and a diversity of experiences in the home, school and community.
The diversity of English Language Learners puts enormous challenges on school districts to help students reach the highest level of English Language proficiency and to achieve academic success in all subject areas.
