ESSER Stimulus Funding

In response to the COVID-19 pandemic, Congress passed three stimulus bills that provide economic assistance for American businesses and industries, including education.


Coronavirus Aid, Relief, and Economic Security Act enacted March 27, 2020, $2.2 trillion dollars.


Coronavirus Response and Relief Supplemental Appropriations Act enacted December 27, 2020, $900 billion dollars.


American Rescue Plan enacted March 11, 2021, $1.9 trillion dollars.


Within each of the three stimulus bills, the main program for K-12 education is Elementary and Secondary School Emergency Relief (ESSER) which distributes the funds based on Title I.


Use of ESSER funds

ESSER funds provide your school district an opportunity to implement evidence-based, equity-driven strategies. 

Among the allowable activities, ESSER funds can be used for: 

  • Educational technology for students that aids in regular and substantive interactions with their classroom instructors
  • Activities to address the unique needs of low-income children or students, children with disabilities, English learners, racial and ethnic minorities, students experiencing homelessness, and foster care youth
  • Interventions that address learning loss by improving academic instruction

Addressing the Academic Impact of Lost Instructional Time

The American Rescue Plan (ARP) requires that your district uses at least 20% of its ARP ESSER (also called ESSER-III) funds to address the academic impact of lost instructional time through the implementation of evidence-based interventions.

States have developed varying terminology for their "learning loss" initiatives, including Unfinished Learning, Resilience and Recovery Support, Learning Acceleration, and Addressing the COVID Slide.
